Usually I just pick a car I like for a given class and go to the "load upgrade" screen and pick a highly rated tune for the class I want, since those are generally better than the game's automatic tunes.

TLDR: Drive what you like, car choice isn't going to make a difference. In order to get up into S1, S2 and X class you need to start higher than D-class is about it. I beat Bugatti's and Lamborghini's regularly in them. My winning cars are a 1973 Skyline GTR and a 1977 Ford Escort RS1800. No real way to tune a car like you would for Laguna Seca or what not. This has some upgrading and tuning (plenty if you want to get into it) but essentially its an arcade racer and most races are going from road, to dirt, through a field, over a sand trap and into a tree.
